N.2. 20-1630 DISCUSSION AND POSSIBLE ACTION TO DIRECT STAFF TO EVALUATE THE SEA LAB PROPERTY AT 1021 N. HARBOR DRIVE AS A POSSIBLE ALTERNATIVE SITE FOR PALLET SHELTER TEMPORARY TRANSITIONAL HOUSING
Mayor Brand & Council I strongly oppose this location. This is a highly trafficked area full of families, teens, & visitors. This is the entrance to the Chart House & provides parking for many beachgoers. Many boat owners leave their boats & vehicles unattended in the location. This location is also a magnet for those exercising specifically women working out alone. Mayor Brand and City Council, I am strongly support utilizing the Sea Lab property for the initial location of the Pallet Shelter Transitional Housing Pilot Program.
The Sea Lab site has many advantages over the Kingsdale location.
The Sea Lab Site is “Pallet Shelter Ready”. The location is flat, paved, secure, and has on-site utilities. This would allow the shelters to open much more quickly than the Kingsdale location which has none of these features.
Start-up costs at the Sea Lab would be minimal and the site is being offered at No Cost to the city.
The Kingsdale location has many undesirable issues.
At Kingsdale a great deal of work needs to be done before the location is ready for the pallet shelters to be installed. This will cause much delay to the program and is estimated to cost over $ 280,000. just to get started.
The Kingsdale site is too close to homes, schools, parks and businesses.
Construction has begun on the new transit center which shares the property on Kingsdale. The work there is expected to take well over a year. It will subject the residents of the pallet shelters to construction noise, dust, and fumes. Those folks would be exposed to unhealthful environmental conditions daily. Those conditions could put the city at risk for a lawsuit if any of the residents decided to sue over being housed in an unhealthy environment.
All things considered the Sea Lab is by far, the best location in the city for the proposed transitional housing project.
Our names are Todd and Mariam Butler, and we are homeowner in Redondo Beach. We wanted to express my apprehension in the recent discussions that have taken place regarding the Homeless Shelter in Redondo Beach. While we are happy to hear that we are actively seeking ways to help those in challenging living situations find a place to begin to get back on their feet, we are particularly concerned about the potential decision to put the homeless shelter on Kingsdale Ave. the reason for apprehension is simple: we object to this shelter being placed within two blocks of an elementary school and junior high (or any school for that matter). You may not be aware, but the child development center at Washington Elementary is up and running with many children currently in attendance.
It is our understanding that another location was being considered at the old sea lab on Harbor Drive, and we want this location considered as the primary option, considering it has the empty, unused space, and is not near any schools. The owner has offered this location for use and we should take advantage of his kind offer. We would very much appreciate hearing the rationale behind our leaders who would not want this location, and are graciously hoping that you, as our leaders, consider the negative effect this will have on children going to and from school each day. We realize that this is a challenging situation to try and solve, but we do believe our children must be prioritized above all else, and there needs to be greater attention given to the dynamic of young school children.
Shame on any Council-member who defended and listened to the needs of harbor/boat owners/businesses who only care about their own interests, leisure activities and businesses and neglected Kingsdale that is LESS THAN A MILE from 2 SCHOOLS and a PARK where our children go. Where do you expect these people wander to when a school and park where our children play are within walking distance? Are you insane?
I would like to suggest that any site in the harbor area being evaluated for temporary transitional housing, be sent to the Harbor Commission for evaluation.
If the Sea Lab site is selected, please improve traffic flow at harbor drive and yacht club way. The turn across the bike lane from north or southbound harbor drive is dangerous. At a minimum, please allow right on red from southbound harbor drive onto yacht club way, allowing traffic to cross the bike lane with the bike lane stopped, as is the case at harbor drive and marina way.
Opposed to Kingsdale location. Absolute NO. For a multitude of reasons. 1) Extreme close proximity to TWO SCHOOLS. 2) Extreme close proximity to TWO residential streets (Kingsdale and 182nd). Not to mention close proximity to THE REAL JEWEL AND BUSINESS CENTER OF REDONDO - THE SOUTH BAY GALLERIA. 3) Homeless population are already RIGHT by the SeaLab in South Redondo, why would you move them across town? Does not make any sense. Their services are in South Redondo, why would they be re-located on the other side of Redondo when it is walking distance from SeaLab? 4) The proposed Kingsdale location is a dirt lot that is not enclosed. Why would you spend money where money doesn't need to be spent when there is an offer at NO COST at the SeaLab. Any logical person would take Kingsdale out of the options. Also - Council-members GRAN AND EMDEE: Bravo. We stand with you and commend you for listening to your constituents and having common sense that doesn't seem so common to the other members.
