    I strongly oppose the Kingsdale site for the homeless shelter. This site is close to two of the largest schools in RB, Washington elementary and Adams middles school. It is also a close to el nido park and will further deter business away from target, Ralph’s, sprouts and other stores in the plaza.

    Re: Sea Lab as Shelter
    Thousands of people walk / cycle directly on this route every week. Kids, elderly, and everyone in between, walking along the sidewalk to the pier, beaches, restaurants every day. The traffic is already a bit precarious , I can't imagine the additional dangers this would present. The interaction would be too much. Overall , simply a bad idea.

    I strongly oppose the Kingsdale site. My child goes to the CDC down the street from there. It is too close to the largest elementary school in Redondo beach (Washington) and also Adams middle school.
    The location is also too close to the Target on Kingsdale. I already know residents who would rather drive to the Target in Manhattan beach although this one is closer. Please don’t make the situation worse.
    These are our children, our shops, our community. I’m not opposed to having a shelter... but I’m strongly opposed to the manner in which the Kingsdale location was chosen.
    The other location(s) had a preschool nearby.. this location has about 1400 children a couple blocks away. Don’t our children here in north Redondo matter too?

    Please leave the Pilot Program for the next six months at the Kingsdale location as previously approved. That location is not adjacent the Galleria or homes, and is not visible from either.
    The SeaLab site is adjacent to two large apartment complexes and is the current home to Waterfront Education, a Foundation that provides STEM and STEAM learning opportunities for youth.
    As previously mentioned, a few negative TripAdvisor or Yelp reviews will kill the occupancy for the hotels and restaurants in our harbor area. As city revenues plummet from the ongoing Level 1 closure of LA County, support for businesses that generate TOT income from visitors and staycationers is crucially important.
    Please start working now to grade the area behind the post office for use after the Kingsdale six months are up as the best location in South Redondo.

    This just has the appearance of a classic rendition of Redondo Beach Quid Pro Quo.

    Leo Pustilnikov is offering the Sea Lab location for a temporary homeless shelter . . . while also mentioning the City of Redondo Beach is suing him. John Gran is the one speaking with Leo while attempting to put the shelter on expensive beachfront property right on the bike path. This is directly at the entrance to the Chart House, Ginsburg's Crystal Cove Apt complex, two Yacht clubs, and another apartment complex adjacent to the south of Sea Lab.

    Why would we even entertain discussion with a guy who reneged on selling 25 acres of AES site to the City, and to whom the City is currently suing?

    This just doesn’t seem like a great idea and it appears Gran may also be unilaterally acting to undermine a council decision to file a lawsuit against Pustiknikov.

    Opposed to Kingsdale location and the Sea lab location.
    There's two schools and a park near the first proposed location. This second location is visited by many families and tourists.

    Good Afternoon Mayor and City Council,

    I strongly oppose action to evaluate the Sea Lab property at 1021. North Harbor Drive as a possible alternative site for Pallet Shelter Temporary Transitional Housing.

    The (former) Sea Lab property is located right on the Redondo Beach bike path on Harbor Drive at the border of Redondo and Hermosa Beach.
    There is NO BUFFER between that property and the pedestrian sidewalk parallel to it. It's right at the entrance to the Chart House, the entrance to the Crystal Cove Apartment complex (Council agreed a shelter location shouldn't be in close proximity to residential), with another apartment complex adjacent to the Sea Lab property to the south, and also at the entrance of two of yacht clubs in the harbor. In addition to this being a highly-used area by pedestrians and cyclers, Redondo Beach should not be making a decision like this without the input of Hermosa Beach whose residents will also be impacted if the former Sea Lab property is used for this purpose.

    Further, Mr. Pustilnikov reniged on his "offer" to sell 25 acres of the AES site to the City of Redondo Beach when SCE proclaimed it might be needed for emergency power that led to the Water Board approving AES to remain operational one more year, through December 31, 2021. Pustilnikov reniged on the sale of 25 acres to Redondo because doing so puts a lot of unexpected money in his pocket due to that decision.

    Pustilnikov wasted over a year of the City's time ... we worked at the State and County levels for grant funding for a park at that location ... L.A. County Supervisor Janice Hahn joined by implementing a Special Finance District for some County funding for a park ... and more.
    There is no way anyone should be working with Pustilnikov after him taking back his agreement to sell part of the AES property to the City, and while in CURRENT litigation with him.

    I'd also like to know why Council Member Gran reached out to Pustilnikov as indicated in his 10-23-2020 letter not directed to Gran, and after the City's decision on the matter that did NOT include direction for Mr. Gran to be involved in exploration of other alternatives.

    I am writing this to show support for and ask for consideration for the alternative site for the pallet shelter at the Sea Lab property. It was a generous offer by the owner of that property and the PERFECT opportunity to test how this works for the community while keeping the location away from our schools and neighborhoods to ensure as much safety to our families and children as possible (Not to mention the cost savings as well!)

    A no cost Sea Lab property would be the best to try the pilot program to help the homeless. You need 30 people to get the crime bill passed. It stops the tents and public area use by homeless. They have moved into El Nido park, and children can't play there. You have 14 as of now signed up?. If you set up the pallets next to the galleria, schools and parks in our bedroom community, you will lose, period. Make a successful go of including the first group of homeless back to society at Sea Lab...it is a public area and not the bedroom community of North Redondo. Take into consideration the children living there nearest Kingsdale, and the families who vote for your supportive decisions.

    Mayor Brand and City Council,
    Please continue to move forward ASAP with the Pilot Program for Pallet shelter plans discussed and voted on at October 15 City Council meeting. There is no need for discussing alternative locations at this time.
    Installing the pallet shelters for the homeless at the Kngsdale site in November is a priority. Funds are available now. Covid-19 positive cases are on the increase in LA County and the flu season and cooler weather are reasons for you to treat this program with urgency
    I also oppose the Sea Lab location on N Harbor Dr as it is right at the bike path and in an area enjoyed by many local families as well as visitors to our waterfront. The City needs to continue to market our waterfront as a destination and encourage full occupancy at the hotels in this N. Harbor Bl area: Shade Hotel, Portofino Hotel and the the Crowne Plaza Hotel. The City also needs to support the waterfront restaurants and small businesses that continue to struggle to stay open during the pandemic..

    Consider these options instead; 1) Civic Center area: Yes, this can work; Library is closed but restrooms can be used. Pallet homes could be located under ground out of the weather that is coming. Rotunda area could support temp trailers for admin and restrooms, etc. Offices not currently used by city can also be re purposed. Triple Bonus here; Police oversight, homeless courtroom nearby; homeless love the library area, we all know this. Educational opportunity here by volunteers with access to thousands of books most which never get touched; Now, if the pallet homes are too tall to be fork lifted down into the parking garage they can go along the outside areas of the library between the buildings.

    2) Dominguez Park; The track that runs around the park is hard surface and can support a pallet home! Homeless already sleep back there and in their cars in the parking lot. City building nearby where the police conduct firearms training can be used perhaps? Also, the land running along Beryl is already graded nicely from what I remember.

    3) El Nido Park; nice size parking lot here and HUGE OPEN SPACE that is under utilized. Grading as necessary; Building on site lightly used can serve medical professionals and other supporting admin, etc. Homeless sleep here already so they like the area.

    4) St James Catholic Church on PCH. They have shown a interest in supporting meal programs for the homeless. From what I understand the church has acquired the "campus" South of the the main church; Lot's of paved parking lot here and buildings owned by the church. Long shot, but Father Mike has been involved so maybe he could push it through quickly as a short term location?

    There is far too much activity around this location to consider it for temporary shelter. Not always, but oftentimes many of the homeless around Redondo Beach exhibit mental health issues. Putting this temporary shelter community in an area where it's 'residents' would come into contact with a greater number of the public out biking, walking, beach-going, accessing their boats at the marina, dining out... would increase the possibility of disturbances between shelter residents and the community. The shelter should be located in an area with less foot traffic. Additionally, we should be putting the shelter closer to major public transportation hubs, not farther away.

    We should take advantage of this opportunity. The property owner is setting an example for all of us by offering this temporary site. And we can continue efforts to find another temporary transitional housing site. The city needs to follow the example and as other property owners join the effort, the city needs to quickly take advantage. Every neighborhood in the city can eventually participate in this effort to work through these troubled times as a community.

    Hi,

    Please consider the sealab offer. It’s generous, low cost, nearby wraparound services, etc. As a resident of South Hermosa that lives a few doors down, I think this is a good offer. Winter is coming soon & we cannot continue to have this apathy and aggressive hatred towards unhoused people. We need to stop criminalizing poverty, making physical & mental healthcare inaccessible, and stigmatizing people that are already suffering. Please consider this location.

    North Redondo has fantastic schools homes and businesses. If we are to continue we need to look at the sea lab as a place to help people get back on their feet. Keep our residential neighborhood safe for families and give the galleria and surrounding businesses a chance to succeed. Only way to keep it from being a homeless hub is to put it inside near a highly trafficked area. Put it on Kingsdale and next thing you know El Nido Park and vacant lots will be taken over.

    Completely oppose. I saw Venice destroyed by their temporary shelter. if you put a shelter at the beach, every bum in the country will come here. That’s exactly what happened in venice. Imbeciles mike bonin and Eric garcetti put a shelter two blocks from the beach and it is surrounded by encampments and drug addicts. My tenant and the neighbors are afraid to leave the house. Meth heads are constantly fighting and attacking people and break ins are through the roof. A neighbor was raped at knifepoint by a transient. It was so heinous the media won’t even cover it. There is an encampment fire every day in Venice. The shelter will attract more homeless. Anyone who wants more info can e-mail me travisbinen@gmail.com.

    The Sea Lab location is not a good place for a shelter because it is right on the bike path that so many families are using since COVID began. Bicycle sales are up tremendously, especially since the beach area opened up again for public access. This is affordable recreation that any and all can enjoy, no matter their age, or where they come from to enjoy the beach. They can get out for excercise and naturally socially distance. They can bicycle as a family as they leave their homes when work and online school and other activities are over. Don't take this away from everyone who enjoys this simple, yet important physical activity, and escape from being indoors. This part of Redondo Beach should remain a 'go to' part of the city, not a 'stay away from' area of Redondo Beach. As a marina tenant, we know this area is an attraction that should remain so, for all to enjoy as a getaway area. People will make a choice. If they decide their recreational destination could be compromised, in whatever way they think it might be, they will go elsewhere.

    Support SeaLab location. Oppose Kingsdale location. There should be no homeless shelter of any kind within any close proximity to a school, yet alone 3 schools.
