ADOPT BY TITLE ONLY RESOLUTION NO. CC-2005-031, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDONDO BEACH CALIFORNIA CONFIRMING THE ACTIONS OF THE CITY MANAGER ACTING AS THE DIRECTOR OF EMERGENCY SERVICES IN ISSUING ADDITIONAL EMERGENCY PUBLIC ORDERS DATED MAY 7, 2020 AND AN UPDATED SUMMARY OF EMERGENCY ORDERS UNDER THE CITY OF REDONDO BEACH'S EMERGENCY AUTHORITY
Please make the Redondo Pier restaurants available in the evening. They’re going under and that would be devastating to them, to myself and my family and friends. We’ve become accustomed to social distancing and wearing masks. We are losing so much! ❤️
So we can make our rules that are best for us. Let's get a plan together to move forward. We need to open up the pier & our businesses with reasonable accomodations.
Close down the west side with safety rails to keep walkers safe & close the west side of the street so that people can spread out.
Close down one lane of traffic in the village & allow the eateries & bars create a temporary outside space to allow for outdoor social distancing.
Also the other ramps are not ADA compliant & won't allow wheelchairs to get up & down.
Missing from the Covid-19 Emergency Response update is any mention of expected budget shortfall(s) to date, or what normal City business may suffer due to lack of our regular revenue stream, resulting in reductions of staff throughout. We certainly can't afford to neglect avenues available to us NOW to deal with the growing emergency of less City revenue.
The California League of Cities estimates cities around the state of California will lose over $7 billion in the next two years and more if stay-at-home orders continue throughout and beyond the summer. It's important to understand that individual cities have fewer option than counties in looking for NEW revenue.
Counties and school districts are buffered somewhat from the state of California robbing their coffers receiving a higher percentage of property tax revenues than individual cities. So where do we look for NEW revenue? This should be a part of emergency responsiveness as we see our resources and finances depleted.
We haven't looked under every rock for revenue. Three of our Council Members have basically declared the largest rock a hoax, without obtaining all the data, relying on "City manufactured numbers" that our Budget & Finance Commission poked holes through! Three of our Council Members are blocking finishing the study from L.A. County Fire if Redondo Beach Fire Department were to merge with them; blocking an INDEPENDENT, third party review and assessment. Why?
This is an egregious dereliction of fiduciary responsibility. Three Council Members are blocking financial transparency, and blocking what may be a savings to our City of anywhere between $3 million and $7 million on an annual basis! $3 million to $7 million per year in potential, annual savings to our City, but they want to maintain "local control" of our fire department that may become far too great, resulting in decreased "first responder" services and resources.
Certainly now is the time to revisit finishing the study of the LACoFD proposal for a possible merger of the Redondo Beach Fire Department. It is financially irresponsible of three City Council Members to continue to block finishing this study. We have rocks for brains to NOT pursue it. Any Council Member continuing to vote to block this study from being finished should be considered a traitor to our City.
Since the Safer at Home order is being extended, I was curious if the city has any plans for Redondo’s unsheltered during this time? Project Roomkey will come to an end & I know of least 40-45 unsheltered individuals have been placed in various Project Roomkey sites outside of Redondo Beach.
In all fairness, all restaurants in Redondo should be able to open at the same time regardless of their location. Not allowing the pier businesses to reopen will ensure their failure. MB and Hermosa piers are a completely different situation.
Can the City consider opening the west side of Esplanade with some precautions in place at least on the weekends if not all the time? I would suggest that we consider the following.
Issue Esplanade Residents parking permits
Keep the west/northbound lane closed & open it to pedestrians
Place a large city truck at the ends of the street with barricades to protect those walking (I have attached a picture of how NYC handles it for large events)
Place temporary street blockades along the median & at each avenue entry
This would allow citizens the space to spread out, alleviate the congestion on the east side, & protect those who are walking as well.
There are two groups of people with serious needs. Those that are at risk of contracting and possibly dying from Covid19 and those that are demanding their constitutional rights to be honored either to return to work or even to enjoy life (See US Code Title 18 Sections 241 and 242). Anytime we focus on one area and ignore the other, it disrupts balance. I have a solution that could accommodate both groups.
Why could we not open all businesses with optional "safer shopping hours" in the morning where social distancing is adhered to, and masks are worn and then return to normal the rest of the day? That way those that are at-risk, care for those that are at risk, or simply choose to shelter in place, have the option to continue living as they have done. Likewise, those that do not feel threatened by this virus can return to normal life.
We have enough data to know who is at risk and will require medical care.
We also realize that people will naturally self preserve and protect themselves.
We also believe that people should have the freedom to know what is best for themselves and their families. They should have the freedom to assess the threat of the virus vs. the threat of not working etc. and make their own choices.
Our hospitals are NOT overwhelmed in the South Bay and the support is growing at a rapid rate to reopen our community. I speak for thousands of people who cannot understand what the purpose is at this point.
People want answers and I hope I have supplied a fair solution.
My opposition is two fold. One- small businesses should be open. If these face masks work, then their should be no problem opening up businesses. It is unfair that large businesses (grocery stores, Target, liquor stores etc) stay open and small businesses suffer. This makes no sense and it DOES not put citizens and Americans first.
Two- Masks should be optional outside and beaches/trails open. Fresh ocean breeze, wide beaches and sunshine is proven beneficial. We should not be forced to wear a mask outside nor should a beach and a side walk be blocked off. This is ridiculous and similar to a dictatorship society. This infringes on our constitutional rights and as Americans - we should have the choice of accessing beaches and trails and oceans. If citizens are still afraid of the virus and/or vulnerable immune systems they should continue to practice safer at home. That is their choice. Thank you

Description: Please allow this business and other pier businesses to at least offer curb side service. Runners can deliver the food to the driveway in front of the pier. We need these guys to survive this pandemic for us locals and for the tourist when they are able to return.
Please figure out a way to open restaurants on Redondo Beach Pier. They all matter, but Old Tony's is a 3 generation favorite for our family to celebrate special days or just for a nice dinner out!

More lives are being ruined due to the shut down than are being saved. All business should open. The pier should open.
Masks should not be required on the beach (or anywhere for that matter). Makes no sense to require masks in the largest open space available. And no umbrellas? I prefer to shade myself from the sun while watching my kids in the ocean.
Please open the pier and the bike paths.
We are going to lose some historical landmark businesses in the next couple weeks if they can’t open for at least 50% business !!
Tony’s has been there as long as I can remember and they are suffering terribly trying to hang on.
Most of the businesses on the Redondo Pier will not survive if they have to wait until July 1 to open. I can't think of any reason to come back to the South Bay if the pier is closed. The economy will sink even further if nobody wants to vist your town. Small business owners don"t have fat cats paying their salaries. Families will go without food, bills will go unpaid and most likely family violence will go up . Is this what you want for your town?

I oppose the rule to not let the Redondo beach pier open until 7/1 as there are businesses on the pier unlike the other piers in the Southbay.
Save the businesses and open the stores and restaurants on the pier in Redondo!!!

Redondo Beach Pier should not be held to the same restrictions as Manhattan and Hermosa. The shops and restaurants located there are not replaceable.
Limit people on the pier, but allow these businesses to open. Please reconsider.
Open Old Tony’s and other pier restaurants. Allow the pier parking lot to open at 5:00 pm for restaurant parking
