L.1. 21-2674 PUBLIC HEARING FOR INTRODUCTION AND FIRST READING OF ORDINANCES AMENDING TITLE 10 CHAPTER 2 ZONING AND LAND USE, TITLE 10 CHAPTER 3 ENVIRONMENTAL REVIEW PURSUANT TO THE CALIFORNIA ENVIRONMENTAL QUALITY ACT, AND TITLE 10 CHAPTER 5 COASTAL LAND USE PLAN IMPLEMENTING ORDINANCE OF THE REDONDO BEACH MUNICIPAL CODE PERTAINING TO TRAFFIC ENVIRONMENTAL IMPACTS AND ADOPTING VEHICLE MILES TRAVELED (VMT) AS A REPLACEMENT MEASURE OF TRAFFIC IMPACTS, CONSISTENT WITH STATE LAW, CONSIDERATION OF AMENDMENTS TO THE CITY OF REDONDO BEACH GENERAL PLAN CIRCULATION ELEMENT RELATED TO THE REVISED REGULATIONS FOR TRANSPORTATION IMPACTS, CONSIDERATION OF A RESOLUTION AUTHORIZING THE TRANSMITTAL OF THE AMENDMENTS TO THE CALIFORNIA COASTAL COMMISSION FOR CERTIFICATION OF ANY AMENDMENTS AFFECTING THE COASTAL ZONE, AND CONSIDERATION OF EXEMPTIONS UNDER THE CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) FOR THE PROPOSED AMENDMENTS TO THE REDONDO BEACH GENERAL PLAN CIRCULATION ELEMENT IN ACCORDANCE WITH THE REQUIREMENTS OF SECTION 153080 OF THE STATE CEQA GUIDELINES. RECOMMENDATION: 1. Open public hearing and take testimony; 2. Close public hearing and deliberate; and 3. Introduce and adopt the following: INTRODUCE BY TITLE ONLY ORDINANCE NO. 3215-21, AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF REDONDO BEACH, CALIFORNIA, AMENDING TITLE 10, CHAPTER 2, ZONING AND LAND USE AND TITLE 10, CHAPTER 3, ENVIRONMENTAL REVIEW PURSUANT TO THE CALIFORNIA ENVIRONMENTAL QUALITY ACT OF THE REDONDO BEACH MUNICIPAL CODE PERTAINING TO TRAFFIC ENVIRONMENTAL IMPACTS. FOR INTRODUCTION AND FIRST READING. INTRODUCE BY TITLE ONLY ORDINANCE NO. 3216-21, AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF REDONDO BEACH, CALIFORNIA, AMENDING TITLE 10, CHAPTER 5, COASTAL LAND USE PLAN IMPLEMENTING ORDINANCE OF THE REDONDO BEACH MUNICIPAL CODE PERTAINING TO TRAFFIC ENVIRONMENTAL IMPACTS. FOR INTRODUCTION AND FIRST READING. ADOPT BY TITLE ONLY RESOLUTION NO. CC-2107-071, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDONDO BEACH, CALIFORNIA, REQUESTING CERTIFICATION BY THE CALIFORNIA COASTAL COMMISSION OF AMENDMENTS TO THE COASTAL LAND USE PLAN IMPLEMENTATION ORDINANCE (TITLE 10, CHAPTER 5 OF THE MUNICIPAL CODE) CONSISTENT WITH STATE LAW, WHICH IS INTENDED TO BE CARRIED OUT IN A MANNER FULLY IN CONFORMITY WITH THE COASTAL ACT; AND PROVIDING THAT THE AMENDMENTS TO THE CITY'S LOCAL COASTAL PROGRAM WILL TAKE EFFECT AUTOMATICALLY UPON COASTAL COMMISSION APPROVAL PURSUANT TO PUBLIC RESOURCES CODE SECTION 30514 AND TITLE 14, SECTION 13551 OF THE CALIFORNIA CODE OF REGULATIONS.     My business experience includes billion$ in CEQA project. I am completely opposed to VMT as an inferior measure to LOS or Trips from a local environmental impact. VMT is, for the most part, duplicative with GHG analysis and VMT could be translated easily into GHG and criteria pollution and coupled with. Anyway, I know there are no choices, so hold your nose and approve it.

    I oppose the changes to the general plan and zoning. There is something wrong when city council members say they oppose over development and then vote for it. Someone always profits off of the residents suffering. North Redondo always gets the short end. The citizens of this city should petition to get a measure on the ballot to block this action.
