ADOPT BY TITLE ONLY RESOLUTION NO. CC-2106-064, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDONDO BEACH, CALIFORNIA, ADOPTING AN ANNUAL BUDGET FOR FISCAL YEAR 2021-2022
PROCEDURES:
a. Reconvene Public Hearing, take testimony; and

Totally support bringing pickleball courts to Redondo Beach and Desiree Galassi's position. I have been a resident of Redondo Beach for 31 years. Started playing pickleball in 2016 and continue to have to play in other cities when I can get on a court! Request that funds be budgeted for the construction of dedicated pickleball courts in Redondo Beach. Pickleball will continue to grow and courts in this city are needed for its residents.
I support the proposed repairs to the Scout Houses in Anderson Park. Both facilities support multiple Scout Units (Troops and/or Cub Scout Packs) as well as serving as sites for Adult Leader training. My understanding is the City's Staff has identified the following possible repairs at the Boy Scout House: 1) replace and paint the siding of the garage; and 2) replace the garage door. I agree both repairs are needed. I recommend the City also consider the following repairs in the House: 1) replace the front, side and rear door. All three show significant wear, and the rear door is now showing evidence of termite damage; 2) install a low-flow toilet in the restroom and a waterless urinal to reduce water use and associated costs; and 3) replace the closet door and/or the handle lockset - no key is available, so duct tape is being use to keep the door from being accidently locked. Troop 788B very much appreciates the City providing the House and garage as a meeting place for our Troop. I support the proposed funding for the Girl and boys Scout house at Anderson Park. My Name is Audrey, I am 10 years old and I am a Girl Scout with troop 7485. I have been meeting at the Anderson Park Girl Scout house for about 5 years now. I have noticed the holes in the walls from the termites. I love my troop and we have so much fun. I hope they can repair the houses and keep them safe and clean for us to keep going there. Thank you.
Dogs are not meant to be at parks where our babies and children go to play. We have a huge dog park right smack in the middle of the City, they can utilize that luxury. We need to keep our babies safe without the worry of dogs roaming around where kids run and feel safe on playgrounds and grassy areas.
I support the proposed funding for the Scout houses at Anderson Park. Both my kids are active in Girl Scouts and Cub Scouts. These houses are being used by our kids on a regular basis for meetings and activities. Both houses are in need of improvements. In particular, the Girl Scout house has damage from termites and vandalism. The Boy Scout House needs a replacement for the aging garage door and a new paint job. Its sad to see the conditions that these two houses are in. Both the Boy Scouts and Girl Scouts give a lot for our community and its time for the community to show their support by helping them have a safe and clean place for their troops and packs to meet in. Hello, I oppose the dog park at Perry Park for a number of reasons. First, it's a safety concern for people. Fights tend to happen a lot with big and small animals and this can cause owners trying to break it up to get injured. Also, you are trusting people to monitor their animals. Lastly, most dog parks that are needed are due to the fact that there is no "free walking" space in the surrounding area. The area is not high traffic and provides plenty of free space for animals to walk with their owners. Additionally, most houses in the area have yards for animals to roam freely. The city should be looking at adding something to the park for teenagers or something additional for children to utilize. Perhaps a free workout area similar to what Polywog Park has in Manhattan Beach.
A dog run at Perry Park is a terrible idea. Many of the neighbors and anyone involved in the RB little league are saying the same thing. Every inch of that park is being utilized. Baseball, soccer, football are all played on the athletic section much of the year. There’s a playground for kids. Basketball courts that are also used for skating and pickle ball. The green space is LS am with limited space to eat. Very bad idea to have dogs run without a leash right next to where the children play. Even if fenced. Plus we know that people are not the best at picking up their pets poop. Are we really thinking that area will be maintained properly? Nobody wants to be smelling that when trying to enjoy a picnic. There is a scout house/senior center/preschool right next to one of the spots that’s being recommended. The pre-school and after school programs are up and running.
Anderson park is huge with a giant green space far from playground and sports fields. This would be a better option. Another would be to convince SCE to let us use some of their space.
I am very disappointed to see you want to add a dog park/run to Perry Park. This is one very dangerous for anyone who would use the facility during baseball season because that is where MANY home runs and foul balls end up! Second it is taking away valuable limited space where hundreds of kids play baseball, soccer or football on most weeks of the year.
Allowing a spot for dogs in this park would would also guarantee more people bring the dogs to the park to let them run free on the fields. Just a few days ago at a multi city All Star baseball game a resident who lives across the street from the park brought his 2 large 100 lb dogs over to the field. The one dog was not on a leash and the owner allowed the dog to run free. It went onto the field into center field and took a poop. The irresponsible owner then went out, put a leash on the dog, and left without picking up the dogs mess. The game had to be stopped and someone had to then go out and clean it up! This is not the first time this has happened. Allowing a dog run in any park area where kids are will just bring irresponsible owners and our children should not have to worry about stepping in poop while playing in the parks.
If you look at Dominguez, where they have a legal fenced in park many people use the surrounding areas of the park including the baseball field and behind the field as their personal dog runs because it has grass. Perhaps the city should consider updating Dominguez dog park with grass and keeping it up before ruining fields our children use for sports year round.
The Budget and Finance Commission met on May 27, 2021 and June 10, 2021 to review the FY 2021-22 Proposed Budget and the FY 2021-26 Proposed Five-Year Capital Improvement Program. After much research, analysis and debate, below are the specific recommendations from the Commission.
Regarding Decision Package #57. Bond Issue Proceeds for Reimbursement of the 2021 CalPERS UAL Payment to the city:
The Budget and Finance Commission recommends that the City Council not adopt this decision package. We believe that City operations should not be funded with savings that have not yet been realized and that Midyear would be a more fiscally responsible time to consider this action.
Regarding the Increase in General Fund Personnel Costs:
The Budget and Finance Commission feels that taking on a 10.6% increase in General Fund personnel costs in FY 2021-22 is unwise when the city is just beginning its revenue recovery. We do recommend funding the public safety positions that were not funded and left vacant for FY 2020-21 but leaving vacant for another fiscal year the non-safety positions defunded for FY 2020-21.
Regarding Decision Package #42. Police Technology Service Contracts:
Although the Budget and Finance Commission sees as necessary the funding of the Police Department technology service contract, they recommend that a portion of the one-time appropriation be from the Narcotic Forfeiture and Seizure Fund instead of funding it entirely from the General Fund.
And lastly, Regarding Decision Package #25. Enhanced Response to Homelessness:
The Budget and Finance Commission recommends that, due to the unknown duration of the program, the ongoing General Fund appropriation requested instead be approved as a one-time appropriation for FY 2021-22 only. In addition, we recommend that instead of purchasing a vehicle for the Homeless Housing Navigator the City explore other options such using a vehicle from the City’s existing fleet or leasing the vehicle.
