New housing must also reduce income and racial segregation. This plan puts almost all the low income school children in Adams MS, which already has twice the % of low income children as Parras MS. AFFH requires that you zone to reduce segregation by putting more of the low income housing in South RB.
They are also looking at disparate impacts for health and pollution and travel burden. Putting 700 low income units at the triangle north of 405 would people at extreme pollution and traffic risk. How are kids going to cross unsignalized freeway ramps to get to school? To everyone driving by the 405, we will be known as that heartless and loathsome city that put all the low income people "far, far away" next to the freeway.
HCD will also reality-check the assumptions. We will not get 500 moderate income units from residential recycling. R1 to R2/R3 conversion results in townhomes that sell for over $1M, which is not affordable to people on moderate incomes as defined by HUD.
