P.1. 21-2307 DISCUSSION AND CONSIDERATION TO ADOPT A RESOLUTION DENOUNCING XENOPHOBIA AND ANTI-ASIAN AMERICAN AND PACIFIC ISLANDER SENTIMENT AND AFFIRMING THE CITY'S COMMITMENT TO THE WELL-BEING AND SAFETY OF ASIAN-AMERICAN COMMUNITIES
Charlie Szymanski
I believe in accordance with the US Constitution and all Civil Rights legislation, that the United States and all governments within the United States should take a stand against all segregations and against any callouts favoring or disfavoring any racial, ethnic, religious, or gender-based groupings. As such, I believe the city should release statements that show its fair and equal treatment and considerations for all people and against domestic violence or ill will whatsoever, and do so in an inclusive manner, speaking for the rights of individuals and all bona fide groups, and the right of all individuals to pursue their destinies without hindering or impeding the rights and dignity of all others. Therefore, I encourage Redondo Beach to release one or more statements, all including the citizens of the City, State, United States, and humanity, as applicable.

Thank you for establishing a city-wide stance against anti-Asian hate. Our community has been discussing amongst ourselves and the anxiety levels are concerning, if not for ourselves, but our elders, and our families in general. Two general comments:
1. Many incidents are underreported. Know that the 150% increase in incidents in 2020 over 2019 is undercounted.
2. The xenophobia occurs much more beyond the more obvious physical violence and harassment - the discrimination and sentiment manifests in micro aggressions, implicit biases, and other “thousand paper cuts.”
Please let us speak up. Please speak up for us. Please intervene. And this goes for Asians for fellow Asians.
Strength in numbers, folks. We are not, and cannot be alone, and invisible.
I therefore encourage Council to adopt more specificity, “teeth” and action items from Biden's memo (see section 2 b, c): https://www.whitehouse.gov/briefing-room/presidential-actions/2021/01/26/memorandum-condemning-and-combating-racism-xenophobia-and-intolerance-against-asian-americans-and-pacific-islanders-in-the-united-states/
Also, I submit mark-ups from a group of us here: https://www.dropbox.com/s/5ut47b73bonjaig/2021-04-13%20City%20Council%20resolution%20anti-Asian%20Hate%20%28flattened%29.pdf?dl=0
Please resolve to condemn anti-Asian racism and racism of any kind. People need to feel empowered to come forward and report these incidents. We need to make that process easier and more accessible. The Indianapolis City-County Council condemned anti-Asian harassment and racism in a resolution unanimously passed on Monday night, a symbolic stand against the violence toward Asian American and Pacific Islanders. Please refer to their resolution as you discuss. Also, consider adding your support to the US Senate bill addressing hate crimes against Asian Americans that will be taken up this week.
