Having worked in parks and recreation for a decade or more, and specifically seaside lagoon for the summer. I am opposed to the consideration of opening up the park. We are not ahead of this virus and if you understand the environment in which the seaside lagoon operates it is not a place that will be conducive to mitigating this virus in a post-pandemic world. I understand the city wanting to be eager to open up, however opening up a seaside lagoon would only provide a haven of growth in the virus.
The Seaside Lagoon is unique and has many memories for Redondo Beach residents, but when I inform residents that the lagoon costs the city in excess of 200K a year to operate, most (if not all) don't think it's worth it. Just the liability relating to violating the NPDES permit is enough for me to conclude that the cost and risk are too much. We need our city to get out of the business of discharging effluent into our harbor anyway. Please move forward in a timely manner to replace the lagoon with a water feature per Measure C that is more environmentally sound and is a revenue generator.
