N.3. 21-2158 DISCUSSION AND POSSIBLE ACTION REGARDING AN UPDATED REPORT ON THE CONDITION OF AMENITIES IN CITY PARKS AND PARKETTES

    I am opposed to dogs in Parkette’s do to several maintenance problems.
    1) Dog bag stations not being refilled 2) feces and urine on grass, wood chips, foam where infants and children play 3) more garbage with more feces in cans that draws flies and maggots that just don’t stay in trash can. With needing bleach and water to clean area where said children ride there bikes and scooters 4) Green grass where we sit and have lunch turning brown do to urine all over the place do to dogs marking there spots 5) Green grass turning to dirt do to over use of dogs in parks 6) Feces being left in grass by lazy dog owners 7) who is maintaining the rules on the sign making sure dogs are on leashes and are licensed 8) is there a 1800 number to call for someone to come and maintain with fines for said dog owners not following rules 9) Maintaining the parks already for maintenance is already difficult they don’t check the garbage everyday , they have never scrubbed signs or park benches where there has been bird poop for years that patrons sit on 10) Playgrounds with sand should be sifted more often to remove cat feces. These are just some of my concerns there are many bad dog owners out there. You have that knowledge already. If these owners were responsible people all the dogs in Redondo Beach would be licensed and vaccinated bringing in a great revenue for the city, yearly. But there are thousands of owners that don’t meet the legal requirements who is keeping them in check! I don’t want to have to worry about the babies, toddlers, children in my neighborhood.
    The world has become a scary place with a pandemic and a virus we can’t see without letting dogs in Parkette’s without vaccines for rabies. I want our beautiful Parkette’s to stay beautiful so the children can run, wrestle and do kart wheels without worry of getting dog poop on them. Please don’t wait a year for this pilot program make are Parkette’s with play equipment safe for our children.

    Redondo Beach needs to catch up with the currently growing social climate of being dog friendly. One dirty dog park isn't enough for all of the dogs in this city. Families with dogs need places to go. Living in such an outdoorsy community it's silly to have so many restrictions. More restaurant patios as well, and DEFINITELY a section of beach where dogs are allowed is 100% called for. We need to get with it. South Long Beach, Huntington Beach and Malibu are way too long of a drive for that simple and reasonable activity.

    Having leashed dogs in any park is entirely reasonable since children grow up with pets every day. Their environments do not need to be so sterile. That doesn't mean I think anyone should be inconsiderate with their pets, either. Crappy people ignore signs, but inconsiderate people are everywhere. Kids need to grow up with some room to breathe and freedom to move around and dogs are an asset in children's lives. Kids LOVE dogs. In my family we've had a total of 5 dogs during my daughter's entire 22 & 3/4 years. She has had the enriching experience of the love of a pet and again, kids just love animals. My daughter has never suffered any health complications from living with dogs. There were two already in our home the day she was born and she has never lived a day without one.

    I support Redondo loosening up these unreasonable restrictions on our beloved dogs, especially since now you're considered a bad person to leave your dog home alone, in a car or tied on a lead outside of establishments.

    I am writing in opposition of allowing dogs in parks/parkettes with play structures. From my understanding, this was a trial in some locations, and from my experience, this is not a positive experience. Within the first week, I witnessed a woman with her two dogs at Townsend Parkette. This parkette has both grassy areas and wood chips under the play equipment. This woman walked her dogs right onto the wood chips, bypassing all grass, and allowed her dog to pee ON the equipment and then poop in the wood chips. My 1 year old daughter was playing nearby - not a problem, until the woman began to walk away without picking up the poop. I asked her to please clean up after her dog, and she responded, "Oh, dogs are allowed at the parkette now." As if that is a reason to not clean up after her dogs. This was the first of many times I have witnessed this occurring from multiple dog walkers. As a dog owner myself, I understand the frustration of having limited areas in Redondo Beach to walk my dogs. My proposal is that any area with play equipment on site (where children play and oftentimes put things in their mouth) be off-limits for dogs. The are many parks/parkettes in the area that do not have play equipment. Thank you.

    I am writing to oppose the move to allow dogs in smaller Parkettes with children’s play equipment on site. As many of our Parkettes are getting on in years and are routinely used throughout the day by children of all ages, allowing dogs to be on the premises will only add to the wearing of our beloved Parkettes. While many of our Parkettes are in relatively good condition, it’s the foam walk path/safety footing, wood chips, and playground equipment that needs to continuously be taken care of. If a dog owner follows the guidelines, then their dog will need to be within 6 feet on their leash and basically with them at all times. If a dog needs to poop or pee, then they will most likely do so right where they are. The other day, I saw a dog pee in 4 different areas of our small Parkette where their owners had them while watching their children on the foam path. There are no way to clean the parks of dog pee or waste. I am not opposed to allowing dogs in parks that are larger and or Parkettes with no playground equipment. This seems like a perfectly reasonable request and not something that would be difficult to follow through with. Requesting patrons of the park to wait for the duration of the year long pilot program is unnecessary, will only harm the maintenance and upkeep, especially considering the vast number of fields and or other parks available to Redondo Beach. The maintenance department has already expressed their concerns with this program and the difficulty of the enforcement and maintenance necessary to make this successful. If there was not enough enforcement prior to this new ordinance, then why would you make things even more difficult. Also, there has been no identification of the criteria needed for you to make the decision in August as to whether or not you will allow this pilot program to continue. Again, dogs in parks, OK, dogs in Parkettes with playground equipment, not appropriate. Thank you for your consideration to immediately remove this allowance in Parkettes WITH playground equipment.
