I'd like to echo the sentiments Eugene Solomon expressed about who comprises the working groups. We just had an election whereby voters underscored their support for officials elected who championed revitalization of the waterfront without supersizing. Their input will be invaluable to ensure stakeholders from the public are well-represented, and that any working group on this matter is more inclusive and varied than we've seen the City Manager come up with. In fact, during his last Advisory Group set up, the City Manager cited one basis for who he selected as being "people he's worked with in the past." That shouldn't be a consideration to determine a qualified working group. Also, listening to Mark Hansen, I think he's correct to bring up emphasis on making sure we effectively and efficiently address the boat ramp we're required to build, per the California Coastal Commission. Since it's an integral requirement, it should probably be on the Amenities Plan priority list. Mark Hanson is also correct that any plan needs to be independent of what may occur at the AES site, especially since the power plant operation could be extended another 2 years.
I support the suggestions of the Harbor Commission. While I would like to see the Sportfishing Pier as a priority I respect the work and research done to support the three main priorities as set forth. Kindly remember the broad based support in the community to save or replace the sportfishing pier. As a suggestion for the working groups and stakeholders I would like to see the Council Members & Mayor involved in selecting the members. We have seen in the past the City Manager selections have at times not been well rounded. The public workshops for the Fishing Pier were great and very organic for ideas. Involvement from a more diverse group than we have seen will lead to more broad based input and a better wellspring of support in the community. Thank you to the Waterfront Director, staff and Harbor Commission members for the hard work
I'd like to thank the Council for submitting this to the Harbor Commission for our input, and thank Staff for preparing the RFP. We've attempted to include a full list of amenities, but also to prioritize the boat ramp, seaside lagoon, and moonstone park. I'll be available during the meeting to answer any questions if needed.
