N.2. 21-2144 DISCUSSION AND POSSIBLE ACTION REGARDING THE SUBMITTAL OF CITY OF REDONDO BEACH WRITTEN COMMENTS IN RESPONSE TO THE REVISED AND RECIRCULATED NOTICE OF PREPARATION FOR THE METRO C LINE (GREEN) EXTENSION TO TORRANCE PROJECT WHICH ARE DUE NO LATER THAN MARCH 15, 2021

    I support the City of Redondo Beach sending the proposed 3/9/21 letter to Metro, with a few modifications. Metro has narrowed the earlier four alternatives down to only two proposed options now, Option 1 (going down the Right of Way [ROW]) and Option 2 (going down Hawthorne Blvd. from the 405 to 190th). The July 18, 2018 letter can still be referenced in the proposed letter; however, it should make clear that Alternative 3 is now Option 2 (Hawthorne) so that Metro is not confused. Also, Metro has now extended the public comment period from March 15 to March 29, 2021 (via email received today).

    The City's July 18, 2018 letter discusses the study of Alternative (now Option) 1 down the ROW and "urges" that the Metro Environmental Impact Report address trenching in Redondo Beach, south of Grant Ave, thru the RB transit center, under 182nd St., and along the ROW until it needs to ascend to the elevated crossing at 190th St. Two concerns with this comment: (1) there are underground gas pipelines owned by Shell all along the ROW that I believe would make the proposed trenching difficult, if not, impossible; and (2) the proposed areas of trenching do not address the concerns of Redondo residents who live along the ROW on Ruxton Lane.

    I would urge the City of Redondo Beach to advocate much more strongly for the Green Line extension to run along Hawthorne Blvd. (Option 2) to address the concerns of its residents and the issues with installing two Metro tracks in addition to the existing BNSF rail tracks along the narrow nature of the ROW (only 100 ft wide) and the lack of proper setback from the properties that line the ROW.

    The city of Redondo Beach should be strongly supporting the Hawthorne Blvd alternative, preferably arial or underground. The ROW is unacceptable ...and should not be a keyhole perspective of it ONLY impacting a few NIMBYS who live next to it. The ROW alternative would greatly negatively impact hundreds of residents by the ROW as well as impact thousands citywide. Similar to an earthquake, the epicenter is impacted the worst, but the impacts can be felt far and wide.

    The financial success of the future Galleria redevelopment project, including hotel and 300 apartments adjacent Hawthorne Blvd, are critical to Redondo Beach. Redondo Beach letter should request Metro study the economic benefits and the environmental justice of the Hawthorne Blvd alternative for Redondo Beach ...and Lawndale as well as Los Angeles County.

    Also request Metro study the ROW alternative impacts compared to the Hawthorne Blvd alternative for Redondo Beach police, fire department /EMT for additional number of calls and financial costs from crimes and the homeless.

    Additionally request Metro study the safety impacts from the ROW alternative to the McCormick Ambulances dispatched from their facility on 182nd St when emergency services are delayed because of trains and train crossing arms every 7-10 minutes blocking the narrow 182nd St and cross streets, and creating traffic jams. When you, your loved one, neighbor, or visitor to the city needs an ambulance, delays are unacceptable and EVERY SECOND COUNTS!

    I have two disabled children who become extremely distressed by loud noises. I'm very concerned about how the noise from the metro line would effect their quality of life. The implementation of this line would be disastrous to our family and we can't afford to move. Please consider us when making this decision. Thank you.

    While understanding the intent and purpose of the letter, as a ROW homeowner, I have to say I oppose the neutral tone. I cannot fathom any member of council allowing this assault, especially on their constituents of districts 3 & 4, also 5 by allowing Option 1 to even be considered. PROPERTY VALUE is at stake significantly. Livelihood, future, our retirement will be out the window for us homeowners. We would not be able to afford to buy another home anywhere NEAR Redondo Beach. You cannot allow that to happen to us. That is IF we try to escape the chaos because as you know, we will have to disclose that change to our community and property in any attempts to sell.

    If we decide to stay, these are the factors that you will be subjecting us to: NOISE, which no wall can possibly cancel, you know that, imagine trying to work from home with trains drowning out your virtual meetings, let alone sleep and even think; VISUAL, trains every 7 min, poles, overhead lightrail cables or even a massive wall which is lose/lose for us, your constituents; VIBRATION: mere feet from our infrastructure, walls, in ground pools, concrete are vulnerable to the speeding up of wear and tear; HEALTH AND SAFETY: 6 gas pipelines, 3 on each side of the corridor will be vulnerable to the constant shaking which as a native Californian I'd estimate at 3.5 - 4.2 on the richter scale with leaks as a grave concern and inaccessibility for emergency responders due to the inevitable traffic tie-ups; TRAFFIC: in addition to emergency response tie ups, Inglewood Ave. and 182nd St. can BARELY handle rush hour traffic and there is a disaster waiting to happen; SUNLIGHT: our pool relies on solar heating and killing our morning sunlight would hinder that plus kill our garden and outdoor living lifestyle we've established and have every right as tax paying homeowners to keep and enjoy quietly.

    I know other homeowners have even more concerns. Please represent our best interests as our elected officials and commit to opposing Option 1. Thank you.

    I support the sending of the written comments to Metro, and support the Hawthorne Blvd route for the Green line extension, and opposed to it going down the ROW, as we live 1/2 block from the ROW at 182nd PL.
