CC-2103-019, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDONDO BEACH, CALIFORNIA, AUTHORIZING A 2020-2021 FISCAL YEAR BUDGET MODIFICATION APPROPRIATING $19,993 FROM THE AQUATIC CENTER GRANT AGREEMENT WITH THE CALIFORNIA DEPARTMENT OF PARKS AND RECREATION, DIVISION OF BOATING AND WATERWAYS GRANT NO. C8965312 TO THE CITY'S COMMUNITY SERVICES DEPARTMENT BUDGET FOR EXPENSES RELATING TO SAILING PROGRAM SCHOLARSHIPS AND BOATING SAFETY EQUIPMENT; AND APPROVE THE GRANT AGREEMENT WITH THE DEPARTMENT OF PARKS AND RECREATION DIVISION OF BOATING AND WATERWAYS FOR THE FY 2020-2021 AQUATIC CENTER GRANT FOR THE AMOUNT OF $19,993. THE GRANT PERFORMANCE PERIOD BEGINS ON THE DATE THE GRANT AGREEMENT IS FULLY EXECUTED AND ENDS MAY 31, 2022. THE GRANT TERM RUNS THROUGH MAY 31, 2036.

    As Membership Chair & Secretary of the Redondo Beach Sailing Club, I fully support the City’s acceptance of this grant supporting the City’s Sailing Program. All boaters know that, in order to be a safe sailor, one must be a proficient sailor. In order to achieve proficiency in sailing, regular continuous practice, beyond formal instruction is required. Since the recipients of the many sailing instruction scholarships, provided for in this grant, will probably not have their own sailboat, low-cost access to boats, and opportunities to practice sailing skills with more experienced sailors is required. The RB Sailing Club has, in cooperation with the City, provided such additional casual instruction and skills practice on City boats since it was incorporated in 1973 as a 501 (c)7, a community-based, low-cost, sailing organization, open to all sailors who have attained the required certification.

    City Staff and Sailing Instructors, and the City’s Recreation & Parks brochures, have always encouraged all City sailing students to join RBSC for many years. Many sailors, like me, who learned to sail in the City’s Sailing Program, and who then joined the RBSC, have gone on to become more active in the local sailing and boating community, supporting other new sailors in attaining proficiency. In addition to the club’s casual teaching and sailing practice on City boats, RBSC has also contributed towards the purchase of some of the City’s keelboats, and provided additional safety, cockpit and cabin equipment as needed. RBSC members have spent countless volunteer hours scraping, sanding and painting bottoms of the dinghies and refinishing the brightwork on some of the keelboats.

    In closing, as mentioned on page 17 Item 13b, Officers of the RB Sailing Club were apprised of the cessation of the City’s Sailing Program last summer due to COVID-19, and we are eager to learn of the City’s plans to safely resume RBSC community sailing, similar to how the City safely resumed sailing classes last July.
