J.1. BF20-1030 DISCUSSION AND POSSIBLE ACTION REGARDING THE FISCAL YEAR 2020-2021 CITY MANAGER'S PROPOSED BUDGET AND THE FISCAL YEAR 2020-2025 CITY MANAGER'S PROPOSED FIVE-YEAR CAPITAL IMPROVEMENT PROGRAM
Regarding Decision Package #24, Elimination of Special Event Fee Waivers –
The Harbor Commission agreed with this recommendation but requested that the City Council:
- Make this a one-time rather than an on-going action;
- Allow for an event-by-event review of the decision, should revenues rebound more than anticipated; and
- Exclude the Christmas Boat Parade from the Decision Package.
Note that the Boat Parade has traditionally received a blanket waiver of fees, up to $2000,
that has just barely covered the almost $2000 in potential fees.
I suggest that the Budget and Finance Commission consider a similar recommendation to the City Council.
Please do not eliminate the Harbor Patrol. They are an essential part of the safety and security of the harbor. In the 40 years that I have been boating in King Harbor, they save me and my boat twice from circumstances beyond my control. PLEASE KEEP THE FUNDING FOR THE HARBOR PATROL.
I am strongly in opposition to any reduction in Harbor Patrol staffing. I have been a boater in King Harbor for over 15 years and have found the Harbor Patrol to provide a vital service to boaters. They have kept our harbor safe and secure. If you need additional funds to support the Harbor Patrol, I would suggest eliminating the police patrol. They are not boaters and have been an unwelcome addition to the harbor.
As a resident of Redondo Beach for over 38 years and an avid boater in King Harbor for all of those years, I strongly oppose to any cut or reduction for the budget of the Harbor Patrol. The Harbor Patrol provides a much needed public safety to all citizens, resident and visitors to Redondo Beach and our coastal waters. I also believe any cuts would open up our city to liability and potential lawsuits.
I strongly oppose any cuts to our Harbor Patrol. Cuts could harm public safety on the water. Any reduction would also make us look bad to the Coastal Commission when proposing any future changes, because of our own failure to support our harbor now.
I strongly oppose any cuts to the harbor patrol. As a stand up paddler and boater, we rely upon the harbor patrol to keep us and others safe on the water.
I strongly oppose any cuts to the Harbor Patrol that are not in line with other departments. This is a life safety issue and would create a huge liability to the City

I strongly oppose any cuts to the harbor patrol. We need them for further our safety out on the water.
