O.1. 20-1010 DISCUSSION AND POSSIBLE ACTION REGARDING THE CITY'S LOCAL EMERGENCY PERTAINING TO COVID-19
ADOPT BY TITLE ONLY RESOLUTION NO. CC-2006-036 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDONDO BEACH CALIFORNIA CONFIRMING THE ACTIONS OF THE CITY MANAGER ACTING AS THE DIRECTOR OF EMERGENCY SERVICES IN ISSUING ADDITIONAL EMERGENCY PUBLIC ORDERS DATED MAY 29, 2020 AND AN UPDATED SUMMARY OF EMERGENCY ORDERS UNDER THE CITY OF REDONDO BEACH'S EMERGENCY AUTHORITY
My name is Brian Kelleher and my wife and I own the Hook & Plow restaurant in Riviera Village. We are very much in favor of the proposal to close down sections of the Riviera Village streets to enable restaurants and other establishments to expand their footprint. This will be extremely helpful for restaurants like ours to allow for more space to makeup for the lost seats due to the 6ft social distancing guidelines that should and must be followed. This would greatly improve our sales and help us survive in these trying times for all. We were very excited when the county approved the opening of dine-in establishments but now us, along with all other businesses, are again taking a huge hit with the 6pm curfews. We just really feel that the addition of this space that the street closures would provide would help us get back on our feet and not only provide additional much much needed revenue but also give the locals an opportunity to once again enjoy their Village and return to a sense of normalcy. My name is Brian Diederich and I am the owner of Riviera Funding, a mortgage brokerage located in the Village for 20 years. I am also a member of the Riviera Village Association. I am strongly in support of temporarily closing down sections of Catalina Avenue so the local restaurants and retail shops can open up and expand their business and keep with their pre-Covid sales (and pre-Covid sales tax revenue for the city). Many of these businesses are on the verge of bankruptcy and only operating at 50%-60% will not help. This closure will only TEMPORARILY shut down sections of Catalina but it will alleviate the problems the local restaurants and businesses are having during this crisis.
Please allow temporary closures of Catalina Avenue so the retail/restaurants can survive. Thank you.
Outside dining including closure of Catalina and any necessary streets in the village should be approved tonight. This action would bring in needed tax revenues to the city. The restaurants are ready to participate in safe or safer outdoor dining that would allow them to rehire staff and provide revenue to remain open. The longer you delay the greater chance some of them may not be able to open or stay open. i would love to spend my dining money in RB. Thank you all for the great job you do and special thanks for Niles for his town hall meetings keeping us informed.

My name is Jeff Ginsburg and I am the current President of the Riviera Village Association. The RVA has been focused on getting outside dining & sidewalk sale approved in the Riviera Village so businesses can safely operate with social distancing. I submitted a Blue Folder item for tonight's City Council meeting with the outdoor dining event application and Traffic Plan. After speaking with city staff we learned that we need the Traffic Plan to be updated with water barricades which Southbay Barricades said they can do tomorrow afternoon. The Riviera Village Association is requesting the Mayor & City Council approves the outdoor dining & sidewalk sale application tonight subject to city staff approving the Traffic Plan and/or any other items they deem necessary.
Thank you Mayor, City Council Members & City Staff for all you are doing during these very unique times...stay healthy (and safe)...
