When the City lose the ability to set artwork on the ground?
The City entered into an agreement with LBP Consulting, LLC (LBP) on May 13, 2025 to develop and
implement the Artesia Blvd. Strategic Art Plan (Plan). The Plan, which was approved by the City
Council on December 16, 2025, includes the installation of an LGBTQ+-themed artwork in front of the
North Branch Library as part of Phase I, supported by an additional $35,000 allocation from the John
Parsons Public Art Fund. The proposed amendment would provide an additional $7,500 for LBP’s
consulting services and staff support for the installation of this added art piece. It also extends the
Agreement term by three months to March 31, 2028 and updates project tasks and deadlines to
accommodate the installation of all Phase I artworks. Staff recommends the City Council approve
the proposed amendment to provide the professional support services needed to incorporate the
LGBTQ+-themed artwork into Phase I of the Plan.
