L.1. HC26-1033 DISCUSSION, CONSIDERATION, AND RECOMMENDATION TO THE CITY COUNCIL ON A CEQA EXEMPTION DECLARATION AND DESIGN REVIEW PERMIT FOR THE SEASIDE LAGOON REHABILITATION PROJECT IN THE PARKS, RECREATION, AND OPEN SPACE (P-PRO) ZONE IN THE COASTAL ZONE LOCATED AT 200 PORTOFINO WAY
I support the already approved and funded refurbishment of the Seaside Lagoon. I do NOT support an individual coming in and privatizing the space, as I’ve heard might be in the plans. Redondo doesn’t need more BeachLife. We need more beach life.
The King Harbor Public Amenities planning process asked residents what they wanted. A wave pool was not identified as the preferred direction for our city. Redondo's General Plan data on demographic trends showed an increase of 29% in residents aged 55 and older between 2010-2017. Any "idea" to reduce the lagoon to a postage size parcel amenity makes no sense in order to serve a small subset of people with an amenity that takes up a large amount of real estate. A multi-generational facility to serve the widest range of Redondo's residents and all the others who will come, is the most logical use of this area, and the preferred and planned for use of this area. And why on earth would we risk loss of funding?
Mom and so many others are really excited about this new plan for the Seaside Lagoon. It's a big improvement that will also make this public park finally available for year-round use! The folks trying to privatize part of it for a wave pool are yanking everyone's chain. They don't have the footprint in the property they even need to accommodate the drawings they're circulating. And make no mistake about it, they want to take over more than half of the Lagoon, and property OUTSIDE the Lagoon, for a recreational activity that does not serve ALL of the public or with a low-cost amenity. Not against wave pools, but one doesn't belong here, on public property, as a get rich amusement park ride whose profits go to the investors first, who dictate what, if anything would ever go to the city, while using the public land we taxpayers fund.
To halt this forward progress based on an unproven "vision" for a plan that has no comprehensive viability data would be fiscally irresponsible and just plain stupid! Not to mention all the hard work of consultants, staff and the residents who took part in public meetings and crafting a sound project that meets the zoning requirements and satisfies what hundreds participated in creating. What a costly slap in the face it would be to entertain another "vision" at this last minute stage of the game.
Approve the Phase 1 entitlement package for Seaside Lagoon tonight without delay. We must protect our $10M in secured State Parks funding, eliminate ongoing water quality fines, and uphold Measure C protections for public parkland. Do not delay approved municipal infrastructure for an unvetted commercial venture.
Allen Sanford, his business partners, California Surf Club, or Beach Life Festival should not be allowed to monopolize the Redondo Beach Marina & Seaside Lagoon for personal monetary gain. Please listen to tax paying Residents of this City, not non-Resident opportunists like Sanford.
I am writing to urge the Harbor Commission to issue a full, unequivocal recommendation of approval for the Phase 1 Seaside Lagoon improvements tonight.
Seaside Lagoon is one of the very few affordable, safe, and truly family-friendly saltwater facilities in our region. The Phase 1 plan delivers exactly what our community has asked for across years of public workshops: modernized, compliant water filtration, zero-depth entry for kids and seniors, and year-round green park space open 365 days a year.
Halting this project for up to two years to explore private commercial concepts is unfair to local families and fiscally reckless. We cannot risk forfeiting our secured $10 million state grant to statutory deadlines, nor should taxpayers continue paying environmental fines for an outdated facility.
Please respect the public process, protect our dedicated public parkland, and recommend full approval of Phase 1 to City Council tonight without delay.
