BCHD and its current construction projects are creating a traffic hazard on northbound Prospect both before and after the BCHD intersection driveway. Despite BCHD's self-certified FEIR stating that ALL TRUCK STAGING WOULD OCCUR ON THE SITE OR AT THE VACANT FLAGLER LOT, BCHD is allow vendors to stop on Prospect, block lanes for 1 to 3 hours and offload equipment and materials. This is illegal, against BCHD's own self-certified EIR, and dangerous. It interrupts traffic flow and creates a race track effect when Prospect returns to 2 lanes after the illegal closure of a single lane. Please disposition this matter so that BCHD and the record are provided with clear guidance from the City to NOT SHUT DOWN LANES ON PROSPECT.
