    As a separate document, I have provided an AS-IS of the BCHD Prospect campus development area. Accurate measures of heights, setback, massing, stair stepping, and devaluation of surrounding properties. It's not unusual for a noisy facility with tall buildings that's landlocked by residential to destroy value. The literature is full of analysis demonstrating it. When the facility was a hospital with an ER, you wanted to be close enough not to get dead, but far enough not to be killed the emissions, noise, stress, etc. And the hedonic real estate pricing models show exactly that relationship.

    We have a 2nd issue. BCHD CEO Bakaly told the public that we would have NO VISIBILITY into the project until after the CUP. Well, that doesn't work the roughly $2B of nearby residential property owners who have already lost $60M to BCHD damages. It also doesn't work for health, noise, and sky darkening impacts. The Torrance and Redondo owners both want a process BEFORE the CUP is accepted for review. Please facilitate that for us. Thank you.

    I support the neighborhood comments and respectfully request that the Planning Commission establish a process for meaningful public participation before positions on the private development become fixed around a submitted plan.
