BCHD, a public owned and funded agency, is attempting to allow Sunrise, a private corporation, to build a 60-foot tall structure atop a 30-foot tall mesa with approximately 40-foot setbacks (2 car lengths). The height and setbacks are per BCHD CEO Bakaly in multiple public meetings. First, the abutting property in Redondo Beach is R-1 with a height max of 30-feet. Second, the abutting property in Torrance is Residential in the Torrance Hillside Overlay with a height limit of 14-feet according to municipal code. The 60-foot building on a 30-foot elevated perch does not consider the site geography. The 40-foot setbacks adjacent to a 30-foot embankment do not consider the elevation difference, which is explicitly the site geography.
In short, the private developer most protect housing values and consider the site, and therefore must move away from the edges and lower the height to the current 51.5-foot height of the 4-story hospital building. 51.5-feet tall encompasses 99.7% of the campus square footage. We ask that you support the residents of Torrance and Redondo Beach during the PCDR and CUP processes. Thank you.
