This item deserves some open discussion. For the record, I am in favor of marine mammals. However, just because the state grants dried up (and the county, federal government, and private charity all dropped the ball too) does not mean the city is automatically obligated. Especially when in closed session it is negotiating with the same organization for a lease (?) at Joe's crab shack location, in lieu of the sparkling educational edifice previously advertised. This is not an emergency, let the public scrutinize the overall deal.
